Russia deploys an Iskander missile system on a highway near the Polish border. Decapitation strike?

I wonder if the Russians are finally aiming for a decapitation strike? Kinda makes sense because we've been hearing too big a fuss over Russian drones passing over Poland to strike Ukrainian targets.
