"Other requirements in the region" is the operative term...ie. support refugee transport to the US.

I'm constant. We can't afford a wave of Mexicans crossing the border (along with other people from S. America) and we can't afford a wave of Ukrainians. My bet is that because the Ukrainians are white we'll see a muted response from the anti-immigrant folks though.
