This is a formidable platform with the conformal fuel tanks, a chin mounted infrared search and track, and enhanced perfromance engines. The entire package costs 10 million a plane according to aviation week. Well worth the money in my opinion.
I doubt the whole plane costs 10M, most are in the 100-150M range these days. My guess is the 10M is just the fuel tanks, FLIR and maybe the engines, not the plane itself.
