Sol, this is a Romanian prototype made by a private security firm called BGS. It was unveiled at a recent car exposition (although the model was not operational) and it is based on the firm's experience with the Hummer (they have all the commercial moderns produces by it). As you can see from the video, we have a lot of ruff and tumble in Romania with the weather or other natural disasters, so a new purpose built vehicle to act in such cases is not bad. Also, the makers of this vehicle know that the Romanian Army are looking for a new vehicle from this class to replace it's obsolete fleet of ARO jeeps.
Now, before we get too enthusiastic, there's a long way from a concept car to a production line. It's a new APC called Saur which could replace in the future the BTR fleet of the Romanian Land Forces.
